I have recently taken an interest in open source content management systems (CMS).  There are a variety of these available (see opensourcecms.com).  These can be used to set up websites relatively quickly and easily assuming the functionality you need is included.  Following installation the bulk of the technical work will be styling using cascading style sheets (CSS), but if you are happy with the styling available (most CMS come with a number of templates or skins) then all you will need to do is learn how to use the CMS itself.

This website is implemented using the simplest of all of the opensource CMS I could find: LightNEasy.  I have also implemented sites using Prestashop (e-commerce), DotNetNuke (ASP.NET CMS) and Joomla (portal).
